SAP Global Work Roles - T/F: one GWR per user with predefined list of transactions?

Involved in an SAP implementation and need to verify something I believe as fact. Isn't it true that SAP has Global Work Roles that are assigned to each user, and that these GWRs have predefined lists of transactions that cannot be edited?
