Who decides if a dog is a breed or just another mutt "Hybrid"$$?

My thing is now U have every breeder and their momma coming up with a different breed of dog. If the parents are from 2 diff rent breeds its a Mutt.Yokipoo, labradoodle, Yorkie Maltese, shih-poo most of these dogs even come with papers? These dogs are VERY expensive. I think these people are just getting trying to get over or some poor sap. I mean 700 to 1500 for a dog. It sounds like to me some of these breeder just want a heavy pocket. I mean what could a person possibly do for a 3 month old puppy. That would make a 1500 price tag worth it. Not a damn thing.
