I lost my federal aid due to not meeting SAP, can I get it back by appealing? If so, how?

After being on academic probation for two semesters, despite my best efforts, my college informed me that I would no longer be receiving financial aid. I appealed and managed to get some of my institutional aid back but it will not be enough. I need my PELL Grant back so that I can transfer to a cheaper college. I live in Georgia if that helps any.
